I entered the yesterday the website (http://seeu.edu.mk/) as a seed, but in the "add seeds" window the seed URL is listed as the "Seed sites are pending decision from the administratorg". What is the timing to wait for the administrator decision?

As discussed via the support desk, this appears to be a new problem that is related to usernames containing ".".
We are now implementing a policy that usernames can't contain a ".". We'll change existing usernames (and contact the users) and set a policy rule in the website that prevents people requesting a new account with a "." in their username. Usernames with "." have periodically caused problems over the years, and this is the simplest way of dealing with the problem.
After having made this change for you, it seems your crawls are now running fine.

Just to clarify: there will always be a period of delay before a crawl starts up. This is because of the queueing system we use, and the fact that crawls don't run instantaneously. The delay will depend on how many other databases are scheduled for crawling, but it will be minimum of 15 minutes after you check the "ready to crawl" checkbox.
Regarding what I said above about usernames containing ".": this is irrelevant to the fact that there will always be a delay before a crawl starts.
